"Resize an image in a PDF" usually means one of two things: resizing a photo before you turn it into a PDF, or scaling an image that's already placed inside a PDF. Here's how to do both for free, without uploading anything.

Resize a photo before adding it to a PDF

If your photo is too large (in pixels or file size) to fit neatly on a page, shrink it first, then build the PDF.
